Big Bay Corner: New Director Named for Port of San Diego Maritime Operations and Properties

Leonard Fabor has been selected by the Port of San Diego to be Director of Maritime Operations and Properties (effective September 29, 2008).

In his new position, Fabor will direct the assessment of the Port's maritime facilities and physical infrastructure maintenance, as well as ensure the enforcement of regulations and provisions contained in the Maritime Transportation Security Act and Port tariff, lease agreements and contracts. Other responsibilities include negotiating lease and rental agreements for the Port's marine terminal properties and facilities, and ensuring that federal, state and local laws, codes and regulations are enforced.

Fabor recently served as the Manager of the Traffic Division at the Port of Stockton, where he supervised terminal operations, tariffs, lease agreements and terminal service agreements. He is trained in both terminal security operations and environmental compliance. His other positions include Assistant Superintendent of Operations at the Port of Stockton and Chief Mate, Tankers, for Sun Transport, Inc. in Philadelphia. As Chief Mate, he was responsible for all cargo operations aboard ocean-going tanker vessels.

A graduate of the U.S. Merchant Marine Academy, Fabor holds a Master of Arts in Transportation and Logistics Management, which he received from the American Military University in Charles Town, West Virginia. He is a graduate of the American Association of Port Authorities (AAPA) Port Manager Program and has served on the AAPA's Finance Committee. In addition, he was a member of the California Association of Port Authorities Tariffs and Practices Committee, Legislative Committee, Public Relations Task Force Committee and the Committee on Operating Members, of which he was Chairman. Fabor is retired from the U.S. Naval Reserves.

The Port of San Diego is a public benefit corporation and special government entity. Created in 1963 by an act of the California legislature, the Port manages San Diego harbor and administers the public lands along San Diego Bay. The Port has operated without tax dollars since 1970 and has been responsible for $1.5 billion in public improvements in its five member cities - Chula Vista, Coronado, Imperial Beach, National City and San Diego. With a $10.6 billion economic impact on the San Diego region, the Port oversees two maritime cargo terminals, a cruise ship terminal, 16 public parks, various wildlife reserves and environmental initiatives, a Harbor Police department and the leases of over 600 tenant businesses around San Diego Bay.
